Two years ago the first issue of the «Fishnews» magazine was released

Head of the Federal Fishery Agency, Andrey Krainiy: Production and the formation of the «Fishnews» magazine coincided with the period of the Russian fishery industry revival. The 12 issues of the magazine dedicated to the problems of the home fishery, the qualified search of effective ways out of the system crisis, exclusive thematic news – all that has made the magazine an actual and rather requested edition, especially by professionals.

The publications in the magazine make think, analyze, obtain additional spectrum of information, correlate various positions and in the long run they help to adopt rational decisions. Accept my best regards and my wishes of further creative success and very accurate treatment of the wording.

Chairman of the Federation Council’s Committee for agricultural-alimentary policy and the fishery industrial complex, Gennadiy Gorbunov: The «Fishnews» magazine was established in the times of the fishery industry’s system crisis to be at its highest point. Now, when the industry has entered an active phase of changes, it’s quite possible to say: «Fishnews» – is a well established, successful, and chiefly – a popular and requested edition.

«Fishnews» became really the first magazine to reflect the whole spectrum of opinions, the work of the industry as a whole.

It’s possible to declare to-day: «Fishnews» is a progressive, needed today, professional press.

Within the two years of the «Fishnews» activities I have created the most positive opinion in regard to the magazine. It is determined, first of all, by the operative reaction to important events taking place in the fishery industry.

In one of the latest interviews I pointed out, that the State, taking care of fishermen – takes care of proper interests. Within the last couple of years we are witness of an optimistic picture: the fishery community ceased to be an obedient featureless mass. Industry and regional associations and unions are gaining a real power. And the pages of the industry mass-media is one of the sites to lay the foundation of the future.
The «Fishnews» magazine managed to unite the main requirements towards the modern press, i.e. actuality, authenticity and operative reaction. The magazine became an edition for professionals, which reflects the situation in the industry, it gives a possibility to hear the opinions of our colleagues, to know about problems and experience of others, to express the opinion on its pages.
The possibility of personal participation to creating a factual picture of the reality, which is becoming more accessible for a wider circle of interested people – that’s the thing attracting a person striving to know more about the industry, about the own business.

Appeared two years ago, the «Fishnews» magazine became an initiator of many ardent problems’ discussion. The «Fishnews» journalists were among the first ones to raise the problems of the fishery industry’s management, double taxation, fishing in the World Ocean, aquaculture, the strategy of the shipbuilding development, etc.

Directions and the intensity of the specialized press work, first of all is determined by the ardent issues existing in the industry. The «Fishnews» magazine, like the Russian information agency of the same name, have taken an active position in this regard.

Sure, one cannot but point out the purposefulness and the professionalism of the work of the entire creative collective, the way the materials are presented, adherence to the style, a bright one and to remain in memory.

Deep and scrupulous analysis of all the issues highlighted in the magazine and even the courage in selecting the most ardent themes have contributed in much to the formation of such an image.

Horizons of the Science

Vladimir Belyaev, the Head of the science and education department of the Federal Fishery Agency, tells about the role and the tasks of the fundamental and the applied science.

- At present the scientific-technical potential of the fishery complex consists of 26 scientific-technical entities, 20 of which are state unitary enterprises. There are 6 institutions of the high professional education and 11 institutions of the medium professional education, the Far East institute of qualifications’ upgrade and a Central methodic center for fishery education. We are planning to strengthen the role of the All-Russia scientific-research fishery and oceanography institute – it would permit to economize the funds allocated from the budget for scientific purposes.

As a matter of fact we have a significant reserve of species which haven’t been used well until now: Pacific squids, sea mammals, Humpback shrimp, etc. I hope the processing industry is ready now to start working with these species. At the same time we are ready to develop other directions – for example, we face the necessity to intensively develop the fresh water and the marine aquacultures.

It’s quite obvious to-day to reduce the industrial press over the marine living resources by stimulating the transfer of the fishery fleet from the EEZ of Russia to zones of other countries, conventional areas and the open parts of the World Ocean. We’ve already planned scientific works in the North-West part of the Pacific, in the South-East of the Pacific and in the open part of the Atlantic ocean.

Annually there is allocated from the federal budget for scientific researches and funding of scientific entities some one billion Rubles for the Federal Fishery Agency. However, according to our evaluations, the requirement for funds for scientific surveys and activities amounts to not less than six billion Rubles…

The meeting place is the Fishery Congress

The International Fishery Congress in Vladivostok has gathered again representatives of home and foreign business, state power, scientific, research and environmental organizations. This year the International Fishery Congress was distinguished by a business atmosphere and professionalism.

Of great interest for those present there used be various issues, among them the problem of the state port control over foreign vessels (in the long run the Federal Fishery Agency, FAR, considers to create a unique international data base of the fishery products origin and movement); the issue of the Alaska Pollack fishery certification under the Marine Stewardship Council’s standards. Another key issue in the speeches made by the Governor of the Primorsky territory, Serguey Darkin, the FAR representative Vladimir Belyaev and the General Director of the TINRO-Center, Lev Bocharov, there used to be the all the time becoming more fierce the struggle for a long term access to marine living resources in the open areas of the World Ocean.

At the round table session of the Congress there were discussed many issues of practical significance, among them the economic substantiation of the future development of the fishery industry, presented by General Director of the All-Russia scientific research institute of the fishery industry, Natalia Lysova, the issues of the ashore infrastructure readiness for the future fish deliveries in mass to the Russian shore, etc.

The final document of the Congress appeals to the state bodies of the fishery powers, first of all of the Asian-Pacific region, to contribute to the development of cooperation, to organize an effective control over activities of catching vessels while delivering fish products to the ports of the Asian-Pacific region.

In general the level of the Third International fishery Congress has notably grown thanks to the efforts of organizers.

New rules of this salmon season

For the first time in history, only those companies were allowed to fish this season, which as a result of a rather tough contest obtained the right to use the fishery grounds for the period of 20 years.

The bulk of scandals took place at Kamchatka, that is quite natural, as the Kamchatka region is considered to be one of the richest, as salmon accounts to quite 10% of the annual legal catching output in our country.

There were offered for the contest 461 maritime and river fishery grounds in 10 rions of the Kamchatka territory. The first results of the contest aroused a wave of public commotion: out of 214 companies applied to participate to the contest only 50 won, the others quitted the game.

However the results of the latest salmon season at Kamchatka prove the season was in general a success, as the official report by the Kamchatka fishery department states. The quota for Pacific salmons at Kamchatka this season was used 88.8%, the catching output amounted to 105,034 tons. At the West coast of Kamchatka the quotas was used 94.7% – 80,989 tons, namely:

– in the Western Kamchatka sub-zone 93.6% – 28,694 tons;

– in the Kamchat-Kurilsky sub-zone 95.4% – 52,295 tons.

The use of the quota allocated at the East coast of Kamchatka amounted to 72.9% – 24,044 tons, namely:

– in the West Bering sea zone 74.9% – 113 tons;

– in the Karaginskiy sub-zone 64% – 13,163 tons;

– in the Petropavlovsk-Komandorsky sub-zone 87.8% – 10,768 tons.

The figures of the statistics once again prove, that the contest produced a positive result – every fishery ground obtained its proprietor, who will be not only fishing there, but will protect them, with a possibility of a long term planning, undertaking measures of reproducing the resources there.

«Atlantika» economizes the fuel

Within the 2006-2008 the «Fishering Service» company six deliveries of trawls «Atlantika» to fishing grounds of Chile-Argentina for the vessels of 2,500 to 3,500 HP, engaged in catching of the Pacific and the South-West Hake.

Before that, the «Atlantika» trawls proved them well at catching the Horse mackerel, Atka mackerel and the Herring in the North Atlantic and Mauritania.

They are well maneuverable, easily delivered to the surface, well reacting to the speed change of trawling – it’s a dream of a captain!

The trawl «Atlantika-5» has permitted to the vessel «Ocean Dawn» to catch effectively at a speed of more than 4 knots, against a wind of speed of 53 knots. With that an aver0061ge time of fulfilling sensors hasn’t exceeded 12 minutes, and the main engine was loaded only 70%, while other vessels were idle due to the weather.

The machinery should be the best one

This year the «Technological Machinery (Tekhnologicheskoye oborudovaniye)» company limited celebrates its 10th anniversary of a successful work at the Far East market. One the company’s directions of work is the delivery, installation and service maintenance of the freezing machinery produced at the best factories of the South China.

The company offers different varieties of freezing machinery, depending upon the customers’ requests.

Plate fast freezers are meant for the quick freezing of large quantities of meat, fish, some other products. For freezing portions there can be used spiral freezers, ice generators can produce «liquid» ice.

Service maintenance includes a number of measures, first of all the before sale preparation of freezing machinery. Thus a customer obtains a fully prepared machinery for exploitation. Then, the installation and commission, guarantee and after-guarantee maintenance, at site repair works. Also the consulting and professional preparation of customers’ specialists make par of it.

«Technological Machinery» company is also the official supplier of diesel-generators of a famous trade mark «Cummins», which are produced at the licensed factory «Dongfeng», while the official supplier of generators is the worldwide famous company «Newage Stamford».

Among the numerous advantages of the «Cummins» diesel-generators there should be pointed out the elevated motor potential and complete adaptation to Russian fuels and lubricants.

Delayed-action bomb in import wrap

Annually Russia is importing hundreds tons of fish and sea products from foreign countries, mainly from Norway, Vietnam, China.

Igor Redjkin, the general director of the «Vityaz-Avto» company limited from Kamchatka, tells: – Regretfully our home customers don’t think too much on the way the imported fish is looking fine. In order to avoid diseases the artificially grown fish, namely the Norwegian salmon is practically «crammed» with antibiotics, sometimes prohibited drugs and carcinogens are used. Eating such a fish could result in complications for the health.

- But Russians have an alternative, – Igor Redjkin believes. – The Far East of Russia is the leader in catching wild salmons and one of the richest salmons «Klondike» is Kamchatka. The total catching output of salmons at Kamchatka this season amounted to more than 106 thousand MT.

«The deduction is the only one: if you don’t want to harm your health – you should buy and eat only the «wild» salmon», – Igor Redjkin concludes.

In its turn, the Alaska Pollack is a real «quarry» of proteins and iodine needed for our organisms. Especially Alaska Pollack is useful for children, for their growing organisms. This fish is tasty in all shapes. The bulk of the Alaska Pollack catching output is taken in the Russian Far East, in the Okhotsk and the Bering seas. During this season in the Okhotsk sea the total catching output of Alaska Pollack there amounted to 548 thousand MT. One of the biggest catching companies, the Nakhodka Base of active sea fishing (BAMR), is regularly sending its fleet to catch this precious specie. At present the BAMR is ensuring some 10% of the European market requirement of the Alaska Pollack fillet of the primary freezing.

The general director of the BAMR Managing Company, Dmitriy Kononyuk tells about the competition to the BAMR products: – The main competitor is the fillet of the secondary freezing, produced mainly in China. Chinese processors are purchasing the primary frozen fillets in blocks in the USA, defrosting them and are making the IQF (Individual quick frozen) packs. The wrap is nice, but the quality of such products are much lower than of those ours.

Pledge of quality and safety

Shrimps and prawns contain a huge variety of minerals and vitamins vital for human organisms. However it’s true only for wild shrimps, not those artificially grown. Tiger prawns from Vietnam and Thailand are in great demand all over the world, some 60 thousand tons are imported to Russia annually. Regretfully not so many are aware of how those prawns are fed.

We visited one of the prawn farms in Vietnam and were astonished with a volume of various chemicals used to raise the prawns in ponds, among them antibiotics, pesticides, various stimulators of growth, etc.

The deduction is quite obvious: in order to not make harm to one’s health it’s better to buy only the naturally grown wild shrimps. The best ones are believed those caught in cold waters of Okhotsk and Bering seas.

Serguey Ivanov, the member of the board of directors of the «Istok Group», making part of the Far East shrimpers association, «Dalkrevetka», tells: «We started catching shrimps in 2003, the bulk of the catching output consisted of the Northern and the Coonstripe (king) shrimps. As of to-day the home market for shrimps is growing, according to our evaluations it’s ready to consume up to 100 thousand tons».

As of to-day the «Istok-AB» is one of the leading producers of raw-frozen and boiled-frozen shrimp in the Far East of Russia. The assortment of the company includes the Northern, Humpback, Coonstripe and Pandolapsis shrimps. While working at the Russian market the «Istok-AB» company managed to achieve a rather high quality of its products. To-day the shrimp-catching vessels of the company are equipped with the sophisticated processing and packaging equipment.

«Istok-AB» marking on the shrimps package is the pledge of the products’ quality and safety.

Products, deserving to be on your table!

More than three million tons of salmon are being produced to-day in the world, however the bulk of it is artificially grown, at aqua farms, hatcheries. A great deal of such products is supplied to Russia. In 1998 Russia occupied only 10th place as for the fish products deliveries from Norway, while for the eight months of 2008 we are at the first place. Only in September 2008 the total volume of Norwegian exported fish worth 3.5 billion NK.

Results of a survey placed in the «Science» magazine show, that the consumption of the artificially grown salmon more than once a month is increasing the risk of cancer development. So the talks on the wild salmon usefulness and preciousness aren’t idle. But where one can obtain those products?

As of to-day only half a million tons of salmons are being reproduced in spawning places in a natural way, mainly in the Northern part of the Pacific ocean, some one fifth to one third of this amount – at Kamchatka. Sockeye, Coho, Pink, Silver, King salmons are the ecologically clean products produced by the fishery collective «Folks of the North (Narody Severa)», which is one of the largest fish processing enterprises at Kamchatka.

The Chairman of the fishery collective «Folks of the North» is Grigoriy Polukarov, the production base is in the settlement Oktyabrskiy. The fish is delivered by the own fleet, which includes five small seiners (MRS type) two tugboats and one large motorboat. The fish then is processed at the own fish processing plant, located near the pier, on a spit of land between the Okhotsk sea and the Bolshaya river. The plant is equipped with modern processing equipment permitting to produce up to 150 tons of fish products a day. It also includes a processing shop for salmon roe production of up to five tons a day capability. There is a cold storage of 1,300 tons capability, the plans are to build one more cold storage.

Dalremmash – the quality and effectiveness

Dalremmash JSC is an enterprise of alimentary machine engineering industry with more than 60 years of experience of work in the fishery industry. On the eve of the fishery industry’s exhibition «Rybpromexpo 2008», the General Director of the Dalremmash, Vladimir Gilev told about the specific features of the fish processing machinery produced by the Dalremmash.

In order to achieve the production scope the fish processing machinery may have various features, among them the delivery of raw fish to a height of 1.8-2.6 meters in order to ensure the gravity flow of fish from the feed bins to processing tables. With that the main advantages of our processing lines with the gravity flow schemes are the high production capabilities compared to low operation costs, the high quality of processing with a relatively small amount of wastes, etc.

Capitalization becomes fashionable

The fashion of the fishery industry capitalization was set even in 2004, then it was decided with the help of the capitals’ consolidation to fight all the fishery industry’s deficiencies: poaching, fishery fleet aging, low level of the processing. Capitalization was named a main prerequisite for raising the investment attractiveness and a stable development of the industry. What the fate is waiting for the Russian fishery market – capitalization with the further «nationalization» either a sane civilized competition? How the capitalization could change the face of the fishery industry and what prospective is opened in front of fishermen?

According to evaluations of the «Pollack Association» experts, at present the cost of the Russian fishery industry is about 6 billion dollars, with that the capitalization of the fishery sectors of India and Indonesia (their catching output is much higher) is much lower. Alongside with that the capitalization of the fishery sectors of Norway, USA and Peru are much higher. What are the mechanisms of the industry’s capitalization growth?

According to the President of the Pollack Association, German Zverev, the main way is the introduction of the unique agriculture tax for the whole industry. It would permit to make free some 8-10 billion Rubles for the purposes of the Fleet modernization. The second one is the monetization of the marine living resources through the introduction of the market turnover of shares. The third one could be the increase of the enterprises net income at the account of the sales’ effectiveness.

Sure, all the measures by the Government result in an undoubted economic effect. Since the adoption of the Decree N704, the capitalization of the fishery industry has surpassed even the oil & gas one. «The cost of the ROLIZ company in the meantime has grown some 4 times», the President of the BAMR managing company, Peter Savchuk tells.

«In general, it’s quite possible to say, that the home fishery industry isn’t in a better shape. Within the latest 15-18 years the home catching output has been reduced quite 2.5 times» – the General Director of the Finam-Vladivostok company limited, Ivan Nagibin tells. «Nevertheless, within the latest years there have been observed moderately positive trends to the better. One of the fishery industry’s problems is the lack of knowledge how to work with modern financial instruments. At present at the shares’ market there are represented several fishery companies, «Kamchatrybprom», «Okeanrybflot», «Murmansky Trawl Fleet», though their liquidity isn’t so high. At the same time the Nakhodka BAMR, working wisely with securities, could worth 5-10 times as much.

A crisis makes us stronger!

On April the Far East company «PrimorRybSnast» celebrates its 10th anniversary. The company limited has been engaged in supplying the fishery fleet since 1998. Notwithstanding the young age the company with confidence makes part of four market leaders of the region. The company is capable to produce and to repair within a shortest time various fishing gears: pelagic and bottom trawls, purse and other kinds of nets, Saury traps – both of standard sizes and at a special request of a customer. The company is relating its success with the General director activities, Irina Rodionova. The «PrimorRybSnast» company limited started with selling and supplying the vessels with ropes, cables, threads. The main accent the company was making at observing the terms of production and delivery, high quality of products and the innovation approach to technological processes. The Far East region has all the time been the fishery zone, thus the «PrimorRybSnast» company limited will have its customers all the time.

«Fishy Island» at the Vladivostok main market place

Anyone can find the «Fishy Island (Rybnyi Ostrovok)» at the Pervorechensky market place in the center of Vladivostok. The retail trade pavilion belongs to Irina Kuzmina, the private entrepreneur, where she and her staff of 13 employees trade with a huge variety of fish and sea products, delivered by leading producers, like Nakhodka BAMR, TINRO-Center, «Vostok-1», Ussuriysk fish processing complex, etc. The «Fishy Island» is open for business with new producers while maintaining mutually advantageous ties with present partners.

The «Fishy Island» saleswomen are always glad to help customers with an advice, to make a good choice of products at fair prices. There are often organized presentations of new products, meetings with specialists of producers and suppliers.

The «Fishy Island» activities aren’t limited to only the retail trade in the pavilion. Irina Kuzmina is cooperating with a huge number of Vladivostok restaurants and café’s, delivering fish and sea products there, among them «Delmar», «Monako», «Hwaro», «Monmartr», «Republic», etc., as well as to a number of restaurants and shops in the suburbs of Vladivostok. And the number of the «Fishy Island» partners is growing all the time.

Through the quality of raw – to quality products

Dmitriy Maximov, the director of the Novosibirsk-based company «Fishy Day (Rybny Denj)» tells about the peculiarities of the work in «non-fishery» regions.

- The system of raw materials procuring, established at our company, has been created for years. A great deal of attention is paid at the so-called «entry quality control», when all the characteristics of the purchased raw materials are being determined, then to produce out of it the really good and high quality products – smoked and salted, salmon and herring preserves (more than 20 types), now we are going to start producing the «premium-class» preserves.

- To-day we have an own processing plant of the total square of 1,000 sq. meters, where we produce some 150 tons of ready fish products a month. We started out production history in 1998, but just in 2002 we had our own production facility starting with 10-30 tons a month. In the beginning all the works were accomplished by hand, but now the modern and sophisticated machinery has been installed in the processing shop. We process the Salmon, both the Pacific and the Atlantic, Herring, Macherel, Capelin, etc.

- Really our trade mark «Fishy Day» is famous well enough not only in Novosibirsk. Our plans are to promote our products to markets of Altay, Yakutia, Omsk and Tomsk regions. However, for the purpose we need reliable suppliers of raw materials.

Rules of work will be determined by the Technical Regulation

Even this year the deputies of the State Duma will start regarding the draft of the Federal Law «Technical Regulation. Requirements to alimentary products made of marine living resources, to their production processes, storage, transportation, trade and utilization». The importance of this document is determined by the conditions of the time and the market – the modern rules require the production of competitive products both for local and foreign markets.

The development of this document was started well in 2000 in accordance with the Federal Law «On technical regulation». The technical regulation for the fishery products is being developed on the basis of the experience available of hygienic safety requirements’ application both in our country and in the international practice.

The main objections of the Far East fishery basin representatives to the draft of the Federal Law were reduced to the following: according to specialists the document under discussion doesn’t include many existing at present species of marine living resources, products of its processing and technological processes. At the same time it is working in details certain technical processes, which could lead in the long run to appearance of administrative barriers for the development of the fishery industry. As a result of the discussion there were made 15 amendments of concept character and 92 amendments related to specific articles of the bill. All the proposals were processed and sent, in a form of appeals by the “Pollack Association” to the Council of Federation, the State Duma, the Federal Fishery Agency and to the subjects of the Federation.

That’s why it’s very important to consolidate the efforts of fishermen to work out common arguments. For the purpose the «Pollack Association» is organizing in the end of November this year, on the basis of the Far East Fishery University (Dalrybvtuz) a seminar for the leaders of the higher range and then for technologists of fishery enterprises on the practice and the experience of technical regulation in the fishery industry.

Too little time is left until the first reading (sometimes the decisive one) of the draft in the State Duma to take place in the end of the year.

Quest for certificate

During the second half of the XX century the propaganda and enlightenment activities of various environmental organizations produced a certain kind of fashion for the «ecologically clean» products. In the fishery sector the most authoritative one is the certification system by the Marine Stewardship Council (MSC).

Fishery businessmen from Great Britain, Germany, New Zealand, USA, Norway, Denmark, India, Canada, etc. are striving to obtain the «ecological» blue label for their products.

Such an environmental responsibility is a new thing for our society. However the Western consumers of our fish products make us to catch up with the rest. It was felt by our exporters at once and the «Pollack Association», the first one in our country applied for the desired certificate.

«The scope of the certification for us is to enlarge and to develop the sales of Russian Alaska Pollack products at the world market, first of all, the European one»– the President of the «Pollack Association», German Zverev doesn’t conceal the intentions.

In the beginning of September of 2008 the Marine Stewardship Council officially announced about the two Alaska Pollack fisheries, in the Okhotsk and the Bering seas, entering the phase of full assessment. For the purpose the Pollack Association made a contract with an independent assessor, the TAVEL Certification, which at present is making up a group of experts to accomplish the evaluation of numerous factors in accordance with the requirements of the MSC standards. A preliminary term for the Russian Pollack certification at the main stage should be 24 months.

Foreign economic strategies and competitiveness of the Russian fishery industry

Yuriy Bobylov, the VNIERH leading scientist presents the detailed overview of the Russian fishery industry status in relation to the world fishery market.

Russia, being one of the fishery powers of the world with an annual average volume of catching output at 3-3.3 million tons, as of late has been exporting 1.1-1.2 mln MT and at the same time is importing 0.7-0.9 mln MT. According to FAO Russia occupies the 10th place among other fishery powers. According to an optimistic «innovation scenario» forecast the total catching output by 2015 could amount to 5.2 mln MT, i.e. the growth of the sea catching should be quite 1.5 times.

Russia participates to 13 international conventions and 23 intergovernmental agreements, which could ensure the access to some 5-6 mln MT of marine living resources in the world ocean.

The newly established specialized State fishery corporation is aimed at solving those strategic fishery and geo-political issues. However, strategically more important for Russia, taking as an example Uganda, Yemen and Myanmar, is to more fully use the own resources, which are largely underused.

As of late the total allowable catching within the Russian exclusive economic zone have been amounting to 3.5 mln MT, while the catching of main target species – to 2 mln MT (Alaska Pollack – 1 mln MT, Cod and Haddock – 300 thnd MT, Salmons – 250 thnd MT, Herring – 250 thnd MT, Crabs – 50 thnd MT, etc.), for the total sum of $5 billion. Underused sea objects (Squids – 500 thnd MT, Saury – 150 thnd MT, autumn Herring – 150 thnd MT, etc.) total 950 thnd MT for the total sum of $2 billion.

The main reasons for under use of quotas are: the high grade of the fishery fleet worn out, incompatibility of the fleet structure to the marine living resources available, insufficient profitability of the fishery due to high level of dues and payments, insufficient information about he status of the marine living resources.

In 2007 out of the total volume of the Russia fish export of 1.147 mln MT the frozen fish share was 89.3%. Total volume of import in 2007 amounted to 0.715 mln MT.

Lack of developed fishery industry infrastructure (transportation fleet, sea fishing ports, shore processing facilities, wholesale trade, etc.), which is very important for the formation of fishery market services, produces a negative impact upon industry competitiveness. It’s quite obvious that Russia should reduce an excessive export of its sea fish (for example – by 2015 to 0.5 mln MT), as the general food situation in the world worsens, the import becomes more complicated even for European countries with high market prices.

In 2009-2012 it’s required to create normative acts for the fishery industry, namely normative acts «On fishery industry», «On modernization of fishery fleet and granting of credits for ship-building», «On sea animals hunting», «On sea aquaculture», «On coastal fishery», «On trade with fish», «On attributing to the Okhotsk sea the status of internal sea of Russia», etc.

Amateur fishing is a popular men’s hobby in many countries. But also there are many of those who know how to eat fish, but there are not so many connoisseurs of philosophical sense of fish eating. The «Fishnews» magazine gives floor to real experts in the matter, the observer of the German edition «Merkische Algemeine», Wolfgang Raaba and the chief of the Public relations center of the Federal Fishery Agency, Alexander Saveliev.

According to Mr. Saveliev fish is a national product of Russians and the Russian President, Dmitriy Medvedev, is convinced that the level of fish consumption is a sign of the life quality: the more fish consumed – the higher level of incomes, the better the health of people.
